Padmashri Keepu Tsering Lepcha was born on 2nd February 1942 in Gangtok. She started her primary and secondary education from Paljor Namgyal Girls Schooland she went to Darjeeling for higher education and completed her graduation from Darjeeling Government College. Later on she went to Kolkata for Master Degree. After that, she completed her M.Ed. course from Utkal University, Odisha.
Miss Keepu started her career as a teacher at Enchey Senior Secondary School in 1967. She worked almost 7 years at Enchey School as a teacher. In 1974, she joined Education Department as a joint Director. She also worked as an Administrator in the Scholarship Department, Government of Sikkim. She retired as Additional Director, Sports and Youth Affairs Department, Government of Sikkim.
She started her social work in 1989 with 20 children at her own resident "LEPCHA COTTAGE". All the expenses including education of those 20 children were borne by her from her own salary. She was assisted by her sister Ms. Songkit Lepcha, Assistant Nursing Superintendent, North District, whose selfless contribution is always to be remembered.
In the year 1995, some tourist along with Mr. Max Melliger came from Switzerland and met her at her residence at Chandmari. In 1997, A committee formed to start and NGO, Human Development Foundation Of Sikkim. She is fully involved in this organization for the interests of underprivileged children. Till date she continues this nobel job tirelessly to uplift the status of underprivileged children.

Padmashri Keepu Tsering Lepcha, the founder member of HDFS and POC Secondary School has achieved both National and State Level Awards for her selfless contribution to the society.
